Wishing Well + Starter Rebase
- New Wishing Well tab: support streamers with ⌬ donations that grow a public streamer level (no benefits, just social proof).
- Starter balance rebased to 2,000⌬ (previously 10,000⌬).
- Add-streamer cost reduced to 500⌬ (previously 2,000⌬).
- New optional column on /streamers: WELL LVL (off by default, enable via the column menu).
- Level 1 required before donating to streamers, to keep new-signup starter balances out of the Wishing Well.
